The Joint Committee for the Royal Bhutan Police (Amendment) Bill 2021 was constituted and convened its first meeting this afternoon in the National Assembly Lhen-Zom Khangzang. The meeting was attended by the Hon’ble Speaker of the National Assembly and the Hon’ble Chairperson of the National Council.
The Joint Committee is composed of seven members from the National Assembly and five members from the National Council. Hon’ble Nima, National Council member from Bumthang has been nominated as the Chairperson, and Hon’ble Drungtsho Karma Wangchuk from Chhumig-Ura constituency as the Deputy Chairperson.
The Joint Committee was formed as per section 28 of the Legislative Rules of Procedure 2017 to discuss the disputed sections of the Royal Bhutan Police (Amendment) Bill 2021 and submit the final recommendations to the Joint Sitting of the Parliament during its coming winter session.
The two Houses could not reach consensus on nine sections that pertain mainly to a repeal section, new sections 16 (A), (B), (C), section 41(C) on Duties, section 60 on Crime Prevention Activities at the local level, new section 71A on Prosecutor Allowance, section 125 on Rehabilitation, reformative or reintegration Programs and section 125 (A) on Programs for the convicts.
