Consultation on the Performance Audit Report on Safe and Sustainable Road Transport System
[CLOSED] This post is no longer validThe Public Accounts Committee (PAC) today commenced its consultation on the Performance Audit Report on Safe and Sustainable Road Transport System with the relevant stakeholders as per the directives of the Seventh Session of the Third Parliament.
The stakeholders for today’s consultation meeting in the morning were officials from the Royal Audit Authority, Road Safety Transport Authority, Traffic Division under Royal Bhutan Police, Thimphu Thromde, Department of Occupational Standard under the Ministry of Labour and Human Resources, Emergency Medical Services Division of the Department of Medical Services under the Ministry for Health, Ministry of Information and Communication and City Bus Services.
The consultation meeting attended by the Hon’ble Speaker and the Hon’ble Opposition Leader was chaired by the Chairperson of the Committee, Hon’ble Ugyen Tshering, Member of the National Council from Paro Dzongkhag.
The Performance Audit Report stated that Bhutan currently lacks proper mechanisms and infrastructure to ensure safe and efficient traffic management. Some of the main challenges facing the transport sector as mentioned in the Performance Audit Report were lack of connectivity to services and markets, resulting in loss of economics of scale; high operating, maintenance, and logistics costs; lack of competitiveness, unsafe and unsustainable and accessible infrastructure. It was also mentioned that the above-mentioned problems were on account of lack of comprehensive national and regional transport policies and sound legal and regulatory frameworks; low institutional capacity; low private sector participation; unreliable and inefficient transport infrastructure networks countrywide.
The Committee also met and consulted the officials of Phuentsholing Thromde virtually on the Performance Audit Report in the afternoon.
The findings of all the consultation meetings and the Committee’s recommendations will be submitted to the Joint Sitting of the Parliament in the upcoming winter session for further deliberations.
