The Members of the National Assembly chaired by the Hon’ble Speaker attended a plenary session on the Tobacco Control (Amendment) Bill of Bhutan 2021 today.
The Minister for Economic Affairs on behalf of the Government apprised the plenary to incorporate the Tobacco Control (Amendment) Bill of Bhutan 2021 as an agenda for the ongoing Fifth Session. The Minister while presenting the draft bill sought the leave of the Plenary to consider not only as an agenda for the session, but also as an Urgent Bill owing to its urgency in combating the spread of Covid-19 virus in the country. The Minister mentioned that the amendment of the Bill is proposed due to the continued smuggling of tobacco and tobacco products through the borders in the south, which has been identified to be one of the main reasons for bringing in and spreading of the Covid-19 virus in the country. The amendment will enable the sale, distribution, buying, possession and transporting of tobacco or tobacco products legally which in turn is expected to successfully curtail the illegal breach of Covid-19 protocols, and cross-border travel by people to procure the scarcely available tobacco and tobacco products during this global pandemic.
The Members deliberated on the pros and cons of legally allowing tobacco products in the country and whether the amendment will really solve the issue it's aimed to solve. Though some of the Members voiced concerns in view of Buddhist values and Health impacts, there was unanimous decision to incorporate the Bill in the agenda of the on-going Session and that too, to be considered as an Urgent Bill. However, the Hon'ble Speaker will consult the Hon’ble Chairperson of the National Council of Bhutan and the Bill will be declared as Urgent Bill only upon fulfilling the provisions of the Legislative Rules of Procedure 2017.
